The only spring break I ever went to was in Rocky Point (Puerto Penasco, Sonora, Mexico) in 1991. It was great fun - trust me. The (later) wife and I slept in the back of my car.
No beach officials or party poopers there! Only helpful folks when I needed a yank after getting stuck in the sand on the beach. Talk about getting wasted... crates of Corona beer around the campfire and everyone was trying to avoid the maggot in the Mezcal.

Do you know what is the basis for challenging the ordinance? I mean most places have regulations limiting the sale of booze. I don't think "I want to make more money" is a valid argument.
