Yup, I hear what you hear. I think it's the lead vocal in octaves a la Miller's "Serenade" that makes it strike that chord.
I suspect that this may creep up to an 8 upon further listenings....

John Bell and Jimmy Herring & Widespread Panic are joined by Susan Tedeschi on this sweet version of Little Wing.
Jimmy Herring has played with Jazz is Dead, The Grateful Dead, Aquarium Rescue Unit, The Allman Bros, and now Widespread Panic.
All the bad aspects of Petty's voice, with none of the appeal. "Singer" is really a stretch.
