Since I am a huge fan -- let me help you out with that -- similar story as Led Zeppelin band name. GARBAGE ORIGIN  
This album is a classic for this genre-defining band. I see this band every time they come to Portland, OR and the sound quality of their live shows is like nothing I've ever heard before and they absolutely bring the house down. Their sound gets copied a lot through the years. 
I've seen them twice in concert, once for an acoustic set.  The large show was excellent, but the acoustic performance was amazing - the whole band is exceptionally talented.  Been a fan for decades, at this point.

They were so good to see. I knew their music, but I now know the Band.

Well, you have to call your band something.  I actually like the name Garbage because the band so self-evidently isn't.  Sort of 'meta', absent the unwelcome associations of Zuckerberg's fatuity.

I remember being mesmerized by the harmony and sublime guitar licks in this piece. Still having the same goosebumps in 2020.

Listen to the changing dynamics of this tune. Simply breathtaking.
This whole album is well above average, have enjoyed it for years.  Butch Vig is their drummer, producer and part sound engineer. Same goes for his work with the Smashing Pumpkins, Nervina and some Foo Fighter tracks, he's a true tallent.  Seen Shirley is some movies/TV showes as well, need to get her back in the studio.
Almost everything on this CD/album is good to excellent.  Probably, and strictly my opinion, one of the better albums of the late 1990's....at least...for the genre.

I like Shirleys' voice because I find it quite sexy, and the song is pleasant as well.

Best song on the album. I always make sure to listen to this song loud on a system with a subwoofer. Almost creepy songwriting.

I agree, I used to love too this album in 1998; in late '90's electronic sounds were a mania, very cool (look at prodigy, massive attack, moby, madonna w/william orbit...etc), so every artist (even U2!!)filled his music of electronic tricks 'till not being able to recognize a "real instrument" from a sample.....at the time that was cool, but more stuff today sounds very dated and out of fashion....if you consider that now electronic it's ok but... electro vintage sounds from 80's added to sharp guitar riffs + deep valve basses and strong drums....
