I think you mean Manu Chao is not a Spanish chap - not "crap" which is something completely different although some commentators here think he is both!
Here is a summary and highly personal comment as to why Americans (and British) do not love France.... not least because there is still a lingering belief that France rolled over a little too easily to the Germans in the Second World War, The Allies had to save France but there was not much gratitude for the Allied sacrifices by the French authorities afterwards and they made out that in fact it was the the French Resistance that won their Country back.
Post WW2 General De Gaulle made himself unpopular with the British and Americans and then there was Vietnam - a mess that France started and the Americans tried to solve at great cost but in the end unsuccessfully

this was fun the first .5 times I heard it.
If you grew up in Latin America, that underlying radio narrative combining time-keeping, weather, advertising comments...and then all the musical layers on top...it just captures the whole identity from Río Grande to Tierra del Fuego. It's quite an achievement in my view.
