Sounds like a Dutch Andrew Bird. Sarah Jaffe has a song that sounds like this too, it's in the rotation.

Welllllllll, no. I can't help thinking he chose the wrong key for his voice, continually switching between falsetto and full voice, but I'm afraid he did that on purpose, thinking the effect would be pleasing. But it doesn't have that effect on me.
