Saw him live in Dubai in 2008. I must've been the only non-Zim there and it was a full-on dance fest . Was sad when he passed.

Agreed. This stuff is elemental to RP's magnificent music mosaic.
It certainly is NOT Top 40 Radio fodder like Cougar and Counting Crows, which bring nothing to this station.

Oliver is also a regular on the festival and concert circuit.  I've seen him live a few times now.  Perhaps that person in Swaziland doesn't realize artists these days make most of their income via touring.  And it was indeed RP, where I first heard Oliver.  One of the best finds, of a long list, IMO.

 
Swaziland is a land long on corruption, but short on global erudition. The bus I was on got arrested and we were confined to a parking lot for a day and a half until the appropriate bribe could be arranged and we were allowed to proceed on our way.

They thought that had to be a joke.
