Hm, I'd consider Medusa and Clan of Xymox classic before this one.
Saw them live in Cleveland years ago. They had a guy on stage with a guitar, and I stared and listened but couldn't hear a damn sound I could associate with the guitar and his playing; it was pretty much for show.

From a pop perspective, yes. This gets closest to New Order of any of their albums. I highly recommend Notes from the Underground or their self-title re-issue.
